AD/CVD means anti-dumping and countervailing duties. These are trade-remedy duties that the United States may apply when imported goods are found to be sold at unfairly low prices (dumping) or supported by government subsidies (countervailing). The purpose is to address injury to a U.S. industry, rather than to raise ordinary tariff revenue.
AD/CVD is usually separate from the normal customs duty and may require additional steps beyond routine entry filing. The amount can depend on the product’s tariff classification, country of origin, exporter or producer, and the specific administrative order. Importers may also face special deposit, reporting, and recordkeeping requirements. The final liability can be reviewed or changed through the applicable trade-remedy process, so importers should rely on current official instructions and qualified customs advice.
What to check
- Confirm the product’s HTS classification, physical description, country of origin, exporter, and producer against the scope of the applicable AD/CVD order.
- Check the official order and current agency instructions to identify the correct cash-deposit treatment, entry documentation, and any certification requirements.
- Do not assume an ordinary tariff lookup shows the full cost; separately review whether AD/CVD applies in addition to regular customs duties and other fees.
- Maintain invoices, production and shipping records, origin evidence, and communications needed to support the declared parties, value, classification, and eligibility for any scope exclusion.
