Historical reciprocal tariff for AO-origin goods

A historical reciprocal tariff is an additional U.S. import measure that was designed to address differences between U.S. and foreign trade treatment for goods from a specified origin. “AO-origin goods” identifies the country or origin grouping covered by the measure; confirm the official definition because origin is generally based on where the product was manufactured or underwent its last substantial transformation, not simply where it was shipped from.

“IEEPA” means the International Emergency Economic Powers Act, the legal authority used for certain measures responding to a declared national emergency. For an importer, this type of measure matters because it may add a separate duty or reporting requirement on top of ordinary customs duties. The applicable scope, product exclusions, entry dates, and interaction with other trade remedies must be verified in the official tariff data and related government guidance.

What to check

• Confirm the product’s customs country of origin and document the manufacturing steps supporting that determination.
• Check the official measure text and tariff schedule for the covered origin, product scope, exclusions, and any required additional tariff classification.
• Review the entry date and any transition or exception rules; do not rely only on the shipment date or invoice date.
• Compare the measure with ordinary duty, Section 301 or 232 measures, antidumping or countervailing duties, and other applicable requirements to understand cumulative treatment.
• Ask a licensed customs broker or trade counsel to review uncertain origin, classification, exclusions, or IEEPA applicability before filing the entry.
