“Silicomanganese” is a ferroalloy used mainly to add silicon and manganese during steel production. A U.S. trade measure labeled AD/CVD may apply to imports that meet the legal product description, often based on composition, form, and use—not simply the product name shown on an invoice.

AD means antidumping duty, which addresses imports sold in the U.S. at less than normal value. CVD means countervailing duty, which addresses imports that benefited from certain foreign-government subsidies. These measures typically affect importers, manufacturers, distributors, and steel producers bringing covered merchandise into the United States.
