An AD/CVD measure is a U.S. trade remedy that can apply to imports of a particular product from specified countries. “AD” means antidumping: the government may impose duties when it finds that a product is sold in the United States at less than fair value. “CVD” means countervailing duty: additional duties may apply when a foreign government provides subsidies that benefit production or export of the product.

For granular polytetrafluoroethylene (PTFE) resin, the measure’s product scope—not the product name alone—determines coverage. It may describe the resin’s physical form, chemical characteristics, grades, uses, packaging, or exclusions. Importers, foreign producers, exporters, and sometimes related parties can be affected. If covered, the importer of record may need to pay AD/CVD in addition to ordinary customs duty and meet special entry, bonding, reporting, and cash-deposit requirements.
