An AD/CVD measure is a trade remedy. “AD” means antidumping: it addresses imports that the government determines are sold at less than normal value. “CVD” means countervailing duty: it addresses imports that benefit from certain foreign-government subsidies. For a uranium-related measure, the covered products, exporting countries, producers, exporters, and product descriptions are defined in the official measure and its scope—not simply by the product name.

These measures typically affect importers, manufacturers, distributors, and other parties bringing covered merchandise into the United States. They matter because an importer may owe additional duties, known as antidumping duties and countervailing duties, beyond ordinary customs duty. The importer of record is generally responsible for entry information and payment, and the final duty liability can depend on official administrative reviews, liquidation instructions, and the exact facts of the shipment. A customs broker can assist, but the importer should independently verify coverage and documentation.

What to check

• Read the official scope language and compare the product’s technical characteristics, form, composition, and intended use; do not rely on the product name alone.
• Confirm the exporting country, country of origin, manufacturer, producer, and exporter against the measure’s coverage.
• Check the applicable Harmonized Tariff Schedule (HTS) classifications, while remembering that an HTS number is an indicator and does not by itself determine scope.
• Ask your customs broker or trade counsel to verify the applicable AD/CVD case information, cash-deposit instructions, and entry requirements before importing.
• Keep purchase records, product specifications, origin documents, producer information, and prior rulings or scope determinations that support your classification and coverage analysis.
