For US customs, the country of origin is generally the country where a product was grown, produced, manufactured, or substantially transformed—not the country it was shipped from. For example, goods made in Azerbaijan and routed through another country usually remain Azerbaijani-origin goods unless qualifying manufacturing in the second country changes their origin under the applicable rules.

Origin matters because tariff measures and other import requirements can be assigned by origin country, product classification, and sometimes additional facts such as the type of measure or shipment conditions. When reviewing measures for Azerbaijan, match the product’s correct Harmonized System (HTS) classification with its actual customs origin. Do not assume that an Azerbaijani supplier, transit route, invoice, or final shipping location alone proves origin. Complex production involving multiple countries may require a substantial-transformation analysis and professional customs-broker or trade counsel review.

• Identify where each item was actually produced, grown, or manufactured, and separate that from the ship-from country.
• Review the product’s manufacturing steps and determine whether processing in another country changes its origin under the applicable US origin rules.
• Keep commercial invoices, bills of materials, production records, supplier origin statements, and records showing each country involved in production.
• Verify the HTS classification and then check whether the relevant measure applies to Azerbaijani-origin goods under that classification and measure type.
• Document your origin rationale for each product and obtain customs-broker or trade counsel advice when production is split across countries or the transformation analysis is unclear.
