For US customs, the country of origin is generally where the product is wholly obtained or produced, or where it underwent its last substantial transformation—the manufacturing or processing that creates a new product or changes its name, character, or use. It is not necessarily the country the goods were shipped from, exported through, or purchased from. For example, goods made in one country and routed through the Bahamas do not automatically become Bahamian-origin goods.

Origin matters because tariff measures, trade remedies, quotas, marking rules, and other import requirements can apply differently based on origin. For goods claimed as Bahamas-origin, review the product’s manufacturing steps, any materials from other countries, the applicable product classification, and the official measure descriptions. Simple activities such as storage, repacking, labeling, or minor assembly often do not change origin, but difficult cases may require a customs broker or other qualified professional.

What to check

• Document where each significant manufacturing or processing step occurred, including the materials and components used.
• Determine the product’s HTSUS classification before checking which country-specific measures may apply.
• Do not treat the shipping country, seller’s location, warehouse location, or export document as proof of origin.
• Check whether the processing in the Bahamas meets the applicable substantial-transformation or preferential-origin rules; do not assume that one rule answers every purpose.
• Keep commercial invoices, bills of materials, production records, supplier origin statements, and supporting certifications that substantiate the origin claim.
