Bosnia and Herzegovina

For US customs, the country of origin is generally where the goods were manufactured, produced, or substantially transformed—not the country they were shipped from. A shipment routed through Bosnia and Herzegovina, or exported by a Bosnian company, does not automatically have Bosnia and Herzegovina as its origin. Origin is determined under the applicable US customs rules for the product and its production history.

Origin matters because tariff measures, trade remedies, quotas, marking requirements, and other import controls can apply differently by country. Common pitfalls include confusing the export or shipping country with origin, treating minor processing as a change in origin, relying only on the supplier’s invoice statement, or overlooking components and production steps in other countries. For complex or multi-country manufacturing, a customs broker or trade professional may need to assess whether a substantial transformation occurred.

What to check

• Identify every country where the product and its significant components were manufactured, processed, or assembled; do not record only the shipping country.
• Review the product’s tariff classification and the origin rule that applies to that classification, especially for goods made in more than one country.
• Ask the supplier for a detailed manufacturing narrative, bills of materials, production records, and supporting origin documentation—not just a certificate or invoice statement.
• Check whether assembly or processing in Bosnia and Herzegovina changed the product’s name, character, or use enough to establish a new origin under the applicable US rule.
• Keep origin records with the entry file and obtain a binding ruling or qualified customs advice when the production process or applicable measure is uncertain.
