For customs, the country of origin is generally where a product is grown, produced, or manufactured—not the country it was shipped from, purchased from, or merely stored in. If goods made in Cambodia travel through another country before entering the United States, Cambodia may still be the origin.

Origin matters because US tariff measures, trade programs, quotas, marking rules, and special restrictions can apply differently based on origin. For products made in multiple countries, customs may use a “substantial transformation” analysis: which country performed the processing that created a new product, changed its name or character, or gave it a new use. Simple actions such as packing, labeling, or minor assembly often do not change origin. The correct result can depend on the product and manufacturing facts, so complex cases may require a customs broker or a binding ruling from US Customs and Border Protection.

What to check

• Map every production step, including processing, assembly, and finishing, and identify the country where each step occurs.
• Separate the product’s country of origin from its country of export, shipping route, seller location, and warehouse location.
• Check the product’s HTS classification and review the US measures that apply specifically to Cambodian-origin goods; do not rely only on the shipping country.
• Keep bills of materials, manufacturing records, supplier origin statements, invoices, and transportation documents that support the origin conclusion.
• Ask a customs broker or seek a CBP binding ruling when production occurs in multiple countries or the origin analysis is uncertain.
