For US customs, “country of origin” generally means the country where the goods were produced, manufactured, or grown—not the country they were shipped from. A shipment routed through Georgia, for example, does not automatically have Georgian origin. • Identify where the product was actually manufactured, produced, or grown, and separately record the country it was exported or shipped from.
• Review the applicable US customs origin rule for the product’s tariff classification; for multi-country goods, check whether processing creates a new article or changes its essential character.
• Collect and retain supplier origin statements, bills of materials, production records, invoices, and manufacturing descriptions that support the origin claim.
• Check whether the measure listing includes product-specific conditions, exclusions, or documentation requirements in addition to the country of origin.
• Use consistent origin information across the commercial invoice, entry data, marking, and internal records, and ask a customs broker or qualified trade professional about uncertain cases.
