For US customs, the country of origin is generally where a product was manufactured, produced, or grown—not the country it was shipped from. A shipment routed through Greece, for example, does not automatically have Greek origin. Origin matters because US tariff measures—including ordinary duties, additional duties, trade remedies, quotas, marking rules, and sanctions-related controls—are often applied based on the product’s tariff classification and its country of origin. For Greece, check the measure’s stated scope and confirm that it covers Greek-origin goods, the relevant HTS classification, and the shipment’s entry circumstances. Do not confuse origin with country of export, ship-from location, supplier location, or the country shown on a commercial invoice.

What to check

• Map where each production step, component, and substantial processing occurred; do not rely only on the ship-from address.
• Determine the product’s HTS classification separately from its origin, because both can affect which measures are listed.
• Apply the origin rule for the specific product and program, including any applicable US trade agreement or special rule; seek a customs broker or binding ruling when the result is uncertain.
• Collect and retain manufacturing records, bills of materials, supplier origin statements, production records, and the rationale supporting the origin conclusion.
• Check that invoices, entry data, origin markings, certificates, and measure-tracking records use the same origin country and accurately describe any multiple-country processing.
