For US customs, the country of origin is generally the country where a product was manufactured, produced, or substantially transformed—not simply the country it was shipped from. For goods identified as originating in Hungary, the relevant tariff measures are the measures assigned to Hungary in the applicable US tariff and trade-remedy data. The country of origin can affect ordinary duty treatment, additional duties, quotas, marking rules, and other measures.

Origin is determined product by product under the applicable rules. A shipment routed through Hungary, or exported by a Hungarian company, does not necessarily make the goods Hungarian. Common pitfalls include confusing country of export with origin, relying on the seller’s location, overlooking substantial transformation in a third country, and failing to support an origin claim with production records. Complex manufacturing, sets, and multi-country production may require a customs broker or other qualified trade professional.

What to check

• Identify where each product was actually manufactured or substantially transformed, rather than where it was shipped from.
• Review the product’s applicable US origin rule, including tariff classification, for goods made in more than one country.
• Collect and retain supplier origin statements, bills of materials, manufacturing records, and other documents supporting Hungary as the origin.
• Check whether processing in another country changes the origin or triggers special marking, quota, or trade-remedy requirements.
• Verify the origin determination and any Hungary-specific measures against current official US customs and tariff sources, and seek broker advice for borderline cases.
