For U.S. customs, the country of origin is generally where the product was manufactured, produced, or substantially transformed—not the country it was shipped from. A shipment routed through another country, or sent by a seller in another country, does not by itself change the origin. For goods associated with Israel, use Israel as the origin only when the applicable origin rules support that conclusion.

Origin helps determine which tariff measures, trade-program rules, marking requirements, quotas, and other import conditions apply. The key concept is substantial transformation: when production in one country creates a new product, or changes its name, character, or use. Simple actions such as repacking, sorting, or minor assembly often do not change origin. Multi-country production can be fact-specific, so complex cases may require a customs broker or a binding ruling from U.S. Customs and Border Protection.

What to check

• Trace every production step and identify where the product was manufactured, assembled, or substantially transformed; do not rely only on the ship-from address.
• Collect and retain supplier origin statements, bills of materials, manufacturing records, commercial invoices, and other documents supporting the declared origin.
• Check the product’s tariff classification and the origin rules that apply to that classification; origin analysis is separate from determining the Harmonized System code.
• Review whether processing in a third country was merely packaging or minor assembly, or whether it substantially transformed the goods.
• Use consistent origin information on customs entries and marking, and obtain broker or CBP guidance for complex or borderline manufacturing scenarios.
