For US customs, the country of origin is generally where the goods were produced, manufactured, or substantially transformed—not the country they were shipped from. A product made in Japan and routed through another country may still have Japan as its origin. If production occurs in multiple countries, origin may depend on whether the later processing creates a new product with a different name, character, or use; this is called substantial transformation.

Origin matters because tariff measures, trade remedies, quotas, labeling rules, and other import requirements can apply differently by origin. Do not assume that a Japan-origin product qualifies for a special treatment merely because it was exported from Japan, or that minor activities such as repacking, relabeling, or simple assembly changed its origin. Complex supply chains may require a customs broker or a binding origin ruling from US Customs and Border Protection (CBP).

What to check

• Identify where each material and major processing step occurred; distinguish country of origin from country of export or shipment.
• Review the product’s manufacturing process to determine whether processing in another country caused substantial transformation; do not rely on shipping documents alone.
• Collect and retain bills of materials, production records, supplier origin statements, and purchase or shipping documents that support the claimed Japan origin.
• Check the applicable US tariff classification and origin-specific measures using current official sources; confirm whether additional rules apply to components, assemblies, or special programs.
• Ask a qualified customs broker or seek CBP guidance for products with multi-country production, minimal processing, or uncertain origin.
