For US customs, the country of origin is generally where a product is grown, produced, or manufactured—not the country it was shipped from or the location of the seller. • Map every production step and identify where the product was grown, made, or substantially transformed.
• Collect and retain manufacturing records, bills of materials, supplier origin statements, and commercial invoices supporting the claimed origin.
• Check whether processing in another country changes the product’s origin under the applicable US substantial-transformation or product-specific rule.
• Separate country of origin from country of export, country of shipment, and country of consignment in your compliance records.
• Verify the product’s tariff classification and review the official measure details for that classification and Kyrgyzstan origin; obtain broker advice when the facts are complex.
