For US customs, the country of origin is generally where a product was manufactured, produced, or grown—not the country it was shipped from. If goods made in another country pass through Luxembourg, are stored there, or are reshipped from there, that alone usually does not make them Luxembourg-origin goods. The origin analysis can depend on the product and on whether processing in Luxembourg or another country substantially transforms the item.

Origin matters because tariff measures, trade remedies, marking rules, quotas, and other import requirements may apply based on the declared country of origin. Do not assume that a Luxembourg shipping address, seller, invoice, or distribution center establishes Luxembourg origin. Complex assembly, multiple-country production, or special measures may require a product-specific analysis and customs-broker or trade counsel review.

What to check

• Trace the product’s full manufacturing path, including where materials were produced and where each major processing or assembly step occurred.
• Determine whether the work performed in Luxembourg created a new product or substantially transformed it; simple storage, packaging, labeling, or resale commonly does not establish origin.
• Collect and retain commercial invoices, bills of materials, production records, supplier origin statements, and transportation documents that support the declared origin.
• Check the applicable US tariff classification and the current measures for that classification and origin; do not rely only on the shipping country or supplier location.
• Use a customs broker or request a formal customs ruling when production spans countries or the origin result could affect significant duties or compliance obligations.
