For US customs, the country of origin is generally where a product was manufactured, produced, or grown—not the country it was shipped from. A shipment routed through the Netherlands may still have another origin if the goods were made elsewhere. If production occurs in more than one country, customs may apply a “substantial transformation” analysis to determine whether processing created a new product or changed its origin.

Origin matters because tariff measures, trade remedies, quotas, marking rules, and other import requirements can depend on the product’s origin. When tracking measures for the Netherlands, confirm that the goods actually qualify as Netherlands-origin under the applicable rules; Dutch distribution, storage, repacking, or invoicing alone usually does not establish origin. Origin can also differ from preferential “FTA” eligibility, so check the specific program and product rules rather than relying on a supplier’s shipping location.

• Obtain a clear production history showing where the materials were sourced and where each significant manufacturing step occurred.
• Classify the product under the correct Harmonized Tariff Schedule (HTSUS) heading before reviewing country-specific measures.
• Check the applicable origin rule, including any substantial-transformation, wholly obtained, or product-specific requirements; ask a customs broker when the facts are complex.
• Keep supplier origin statements, bills of materials, production records, and supporting invoices that connect the goods to the claimed origin.
• Review whether the measure applies to the Netherlands specifically or to a broader group of countries, and verify any separate marking, quota, or trade-remedy requirements.
