For a product made entirely in one country, origin is usually straightforward. For goods using materials or processing from multiple countries, the origin may depend on which country performed the last substantial transformation, based on the product’s facts and applicable customs rules.

Origin matters because tariff measures, trade programs, quotas, marking rules, and other import requirements can differ by origin. For Nigeria, do not assume that shipment from Nigeria proves Nigerian origin, or that Nigerian content automatically determines origin in every case. Review the measure’s coverage, the product’s tariff classification, any listed exclusions or special conditions, and whether an additional rule applies to goods processed in or shipped through other countries.

What to check

• Trace the product’s manufacturing steps and identify where each major material, component, and assembly operation occurred.
• Check the applicable US Customs and Border Protection origin rule for the product and determine whether processing in another country caused a substantial transformation.
• Verify the tariff classification before checking country-based measures; the correct Harmonized Tariff Schedule provision can affect which measures are relevant.
• Collect and retain supplier origin statements, bills of materials, production records, invoices, and shipping documents that support the claimed Nigerian or other origin.
• Check for transshipment, warehousing, repackaging, or minor processing, and ask a customs broker or trade professional when the origin analysis is uncertain.
