• Identify where each product was manufactured or produced, and list the origin of significant components and processing steps.
• Review the product’s tariff classification and the origin rule or measure associated with that classification; classification and origin are separate decisions.
• Document the manufacturing flow, bills of materials, supplier origin statements, invoices, and records supporting any substantial-transformation conclusion.
• Check whether processing in the Philippines is more than packaging, relabeling, sorting, or simple assembly, since minor operations often do not change origin.
• Confirm the result with current official customs guidance or a qualified customs broker when production involves multiple countries or a country-specific measure.
