• Map where each major manufacturing step occurred and determine whether processing in another country substantially transformed the goods.
• Collect and retain supplier origin statements, bills of materials, production records, invoices, and shipping documents that support the claimed origin.
• Check the current official tariff and trade-measure sources for the product classification and Russian origin; review any product-specific rules or exclusions.
• Ask a qualified customs broker or trade attorney to review complex processing, mixed-origin inputs, or uncertain origin claims before entry.
