For US customs, the country of origin is generally where a product was manufactured, produced, or grown—not the country it was shipped from. When tracking measures for Serbia, confirm that the goods actually qualify as Serbian-origin under US customs rules; do not rely only on the exporter’s location, the shipping route, or the location shown on a commercial invoice. Documentation should support both the production history and the classification used for the goods.

What to check

• Map the product’s full manufacturing chain, including where materials were sourced, assembled, processed, and finished.
• Analyze whether processing in Serbia—or another country—created a substantially transformed product; obtain customs-broker or trade counsel advice when the result is unclear.
• Keep supplier origin statements, bills of materials, production records, invoices, and transport documents that support the origin conclusion.
• Check origin separately for each product and tariff classification; similar-looking goods can have different rules or applicable measures.
• Verify that the declared origin, country-of-origin marking, entry documents, and any measure-specific reporting requirements are consistent.
