For US customs, the country of origin is generally the country where a product was made, produced, or grown—not the country it was shipped from. If goods made in another country pass through Slovenia, are stored there, or are shipped from Slovenia, that does not by itself make them Slovenian in origin. The origin of materials and the production steps may also matter.

Origin helps determine which tariff measures, trade programs, quotas, marking rules, and other import requirements apply to the goods. For products made in multiple countries, customs may apply a “substantial transformation” analysis: the key question is whether processing in the last country created a new article with a different name, character, or use. This can be fact-specific, so complex cases may require a customs broker or trade attorney. Common pitfalls include confusing ship-from location with origin, relying on a supplier’s unsupported statement, overlooking minor processing, and assuming all products from Slovenia receive the same treatment.

What to check

• Identify where each product was grown, produced, or manufactured, and list the origin of important components.
• For multi-country production, document the processing performed in each country and assess whether the last operation substantially transformed the goods.
• Collect supplier origin declarations, manufacturing records, bills of materials, and production-flow documents; make sure they support the claimed origin.
• Check the tariff classification and the applicable measure entries together, because origin treatment can depend on both the product and the country.
• Review unusual assembly, repacking, processing, or transshipment arrangements with a customs broker or other qualified trade professional.
