For U.S. customs, the country of origin is generally the country where the goods were manufactured, produced, or grown—not the country they were shipped from. A shipment sent to the United States from Thailand may have Thailand as its origin, or it may have another origin if the goods were made elsewhere and only stored, packed, or reshipped in Thailand.

Origin matters because tariff measures and trade requirements can be assigned by origin. Depending on the product and its supply chain, the applicable treatment may include the normal tariff classification, additional country-specific measures, trade remedies, marking rules, or special program requirements. Do not assume that a Thai shipping address, seller, or invoice establishes Thai origin. For complex production involving multiple countries, determining origin may require applying substantial-transformation rules and obtaining customs-broker or trade counsel advice.

What to check

• Trace where each component and the finished product were produced, and document the manufacturing steps performed in Thailand and elsewhere.
• Determine the product’s HTSUS classification before checking which Thailand-related measures or other country-based provisions may apply.
• Review commercial invoices, bills of materials, production records, supplier origin statements, and certificates for consistency; do not rely on shipping labels alone.
• Check whether processing in Thailand changed the product’s name, character, or use enough to affect origin under the applicable customs rule; seek a binding ruling or professional advice when uncertain.
• Keep origin evidence and any supporting ruling or supplier certification with the entry records, and update the review when the supply chain or manufacturing process changes.
