• Document the production steps, source of materials, supplier origin statements, bills of materials, and relevant manufacturing records.
• Check whether processing in another country could constitute a substantial transformation, and seek a customs broker or binding ruling when the result is uncertain.
• Compare the documented origin, including any applicable preferential-trade or special-origin rules, with the current official measure information before entry.
