For US customs, the country of origin is generally the country where the product was wholly obtained or sufficiently manufactured—not simply the country it was shipped from, exported through, or purchased from. For goods associated with Turkey, the relevant tariff measures depend on whether Turkey is the product’s legally determined origin and on the product’s tariff classification (HTSUS code), along with any applicable trade program, quota, remedy, or other measure.

Origin can be difficult when production involves multiple countries. Customs commonly evaluates whether processing in the last country caused a “substantial transformation,” meaning the product became a new article with a different name, character, or use. Simple activities such as repacking, labeling, sorting, or minor assembly often do not change origin. Incorrect origin claims, mixed shipments, and incomplete supplier records are common pitfalls; a customs broker or trade specialist may be needed for complex production chains.

What to check

• Map every production step and identify the country where each step occurred, including component manufacture and final assembly.
• Check the product’s HTSUS classification before reviewing Turkey-specific measures; classification and origin usually work together to determine applicability.
• Analyze whether processing in another country caused a substantial transformation, and obtain a binding ruling or professional advice when the result is uncertain.
• Collect and retain supplier origin statements, bills of materials, manufacturing records, invoices, and shipping documents that support the declared origin.
• Confirm that the entry documents, commercial invoice, origin marking, and any trade-program or quota claim consistently identify the legally determined country of origin—not merely the shipping country.
