For US customs, the country of origin is generally where the product was grown, produced, or manufactured—not the country it was shipped from. If goods made in Uganda travel through another country before entering the United States, that transit country usually does not replace Uganda as the origin. The origin shown in tariff-measure data helps determine which country-specific duties, trade programs, quotas, or other measures may apply.

Origin can be complicated when production involves multiple countries. Customs commonly applies “substantial transformation” principles: the key question is whether processing in the last country created a new product, or changed its name, character, or use. Simple activities such as packing, labeling, sorting, or minor assembly often do not change origin. Keep origin separate from the product’s tariff classification (HTS code), which identifies what the goods are; both may be needed to determine the applicable measures.

What to check

• Identify where each product was grown, produced, or manufactured, and do not use the shipping or export country automatically.
• For goods made in multiple countries, document each processing step, materials source, and production location; ask a customs broker about substantial transformation when the result is unclear.
• Verify the product’s HTS classification separately from its origin, because an origin decision cannot correct an incorrect classification.
• Keep commercial invoices, bills of materials, manufacturing records, supplier origin statements, and shipping documents that support the Uganda origin claim.
• Check the applicable US tariff-measure records for Uganda and confirm any program, quota, marking, or special-documentation conditions with official sources or a customs professional.
