For US customs, the country of origin is generally the country where a product was grown, produced, manufactured, or substantially transformed—not simply the country it was shipped from. A product made in Ukraine and sent through another country may still have Ukraine as its origin; a product made from materials or processing in several countries may require a more detailed analysis.

Origin matters because tariff measures, trade remedies, quotas, sanctions, marking rules, and other import requirements can depend on the origin shown in official customs data. Common pitfalls include confusing the export country with origin, assuming minor processing changes origin, relying only on the seller’s statement, or overlooking product-specific rules. When processing in multiple countries is significant, the substantial-transformation analysis can be technical and may require a customs broker or trade specialist.

What to check

• Confirm where the merchandise was actually produced and identify every country involved in manufacturing or processing.
• Determine whether processing in another country created a new article with a different name, character, or use; do not assume repacking, labeling, or simple assembly changes origin.
• Review the applicable US tariff classification and any origin-specific measure, quota, remedy, or marking rule for the product.
• Collect and retain manufacturing records, bills of materials, supplier origin statements, production documents, and commercial invoices that support the claimed Ukrainian origin.
• Ask a customs broker or qualified trade professional to review complex production chains, especially when components or substantial processing occur outside Ukraine.
