For U.S. customs, the country of origin is generally the country where the goods were produced, manufactured, or substantially transformed—not necessarily the country they were shipped from. For example, goods made in one country and merely stored or reshipped through Venezuela do not automatically become Venezuelan-origin goods.

Origin matters because tariff measures, trade remedies, sanctions-related controls, marking rules, and other import requirements may be assigned by origin. The correct result can depend on the product, its manufacturing steps, and the applicable legal rule. Simple repacking, labeling, sorting, or minor assembly often does not change origin, while a substantial transformation may. When the facts are complex, obtain a customs broker’s or trade counsel’s judgment and verify the result against current official guidance.

What to check

• Map the complete production chain, including where parts are made, where assembly occurs, and where the finished product is packaged.
• Apply the origin rule for the product and measure involved; do not rely only on the shipping country, exporter address, invoice origin field, or last port of departure.
• Collect and retain bills of materials, manufacturing records, supplier origin statements, invoices, and transport documents that support the claimed origin.
• Check whether processing in Venezuela—or processing elsewhere—was substantial enough to change origin; obtain a binding origin ruling or professional advice when uncertain.
• Verify the declared origin against current U.S. customs and trade-agency requirements, and ensure the entry, commercial invoice, marking, and recordkeeping are consistent.
