For US customs, “country of origin” generally means the country where a product was manufactured, produced, or grown—not the country it was shipped from. If goods made in Vietnam are routed through another country, that routing usually does not by itself change their origin. The applicable tariff measure is typically determined by matching the product’s classification and origin, including Vietnam, against the current official tariff and trade-remedy information.

Origin can be complicated when production occurs in multiple countries. Customs may apply a “substantial transformation” analysis: whether processing in the later country creates a new article with a different name, character, or use. Simple activities such as repacking, relabeling, or minor assembly often do not establish a new origin. Preferential trade rules, marking rules, and special measures can use different tests, so do not assume one origin rule answers every question.

What to check

• Identify the product’s correct Harmonized System (HS) classification before checking measures; classification and origin are evaluated together.
• Trace every production step and record where materials, components, assembly, and substantial processing occurred.
• Collect and retain supplier origin statements, bills of materials, manufacturing records, invoices, and transport documents that support Vietnam as the declared origin.
• Check whether processing in another country could change origin under the applicable substantial-transformation or other product-specific rule; ask a customs broker or seek a binding ruling when uncertain.
• Verify the current official tariff, trade-remedy, quota, marking, and other measure requirements for the product’s classification and Vietnam origin before entry.
