Do not assume that Zambian shipment, invoicing, packaging, or transshipment establishes Zambian origin.

• Trace every production step and identify where the product was grown, produced, or manufactured; separate this from the shipping route and export location.
• For goods processed in multiple countries, document the materials, processing, and value added in each country, then confirm whether the final processing substantially transformed the product.
• Verify the product’s complete HTSUS classification before reviewing country-specific measures; classification and origin are separate determinations that work together.
• Collect and retain commercial invoices, bills of materials, production records, supplier origin statements, and any applicable certificates or rulings supporting the Zambia origin claim.
• Check current US Customs and Border Protection guidance, applicable trade-program rules, and official tariff-measure data; ask a customs broker or trade counsel when the origin analysis is complex or uncertain.
