For US customs, the country of origin is generally the country where a product was grown, produced, manufactured, or substantially transformed—not simply the country it was shipped from. A shipment sent to the United States from Zimbabwe may therefore have a different origin if the goods were made in another country. “Substantial transformation” means that processing changed the product’s name, character, or use enough to make the processing country the origin; the result depends on the product and facts.

Origin matters because tariff measures, trade-program eligibility, quotas, marking rules, and other import requirements can be assigned by origin. When tracking measures for Zimbabwe, check whether the measure applies to goods of Zimbabwean origin, to goods merely exported from Zimbabwe, or to a specific product classification. Common pitfalls include relying on the export country, treating minor assembly or repacking as a change in origin, overlooking components from other countries, and using an incorrect Harmonized System (HS) classification. Complex manufacturing or multiple-country processing may require a customs broker or other qualified trade professional.

What to check

• Trace where each significant manufacturing step occurred, including processing and assembly in multiple countries.
• Apply the applicable substantial-transformation analysis rather than assuming the shipping or invoicing country is the origin.
• Verify the product’s HS classification, because measures may apply only to particular product categories or tariff provisions.
• Collect and retain production records, bills of materials, supplier origin statements, invoices, and shipping documents that support the declared origin.
• Check the current official measure text and product scope, and obtain broker or customs advice when the origin analysis is uncertain.
