Which U.S. products face Canada’s new tariffs?
From cotton T-shirts to household refrigerators, Canada’s September 8 measure lists specific customs rows—not whole store aisles. The exact tariff item, legal origin, value for duty, date and exceptions control.
Direct answer: Effective September 8, 2026, Canada added a surtax to listed goods that originate in the United States under the Order’s marking-origin test. Schedule 1 carries 15%, Schedule 2 carries 25%, and Schedule 3 carries 50% of value for duty. It is neither universal nor necessarily the total import-tax rate.

Origin, timing and exceptions
The measure uses eligibility to be marked as a U.S. good under the CUSMA-country marking regulations. It can apply when U.S.-origin goods ship through another country; it does not automatically apply merely because goods leave a U.S. warehouse. Chapters 98 and 99 have a separate Schedule 4 rule. Narrow Campobello Island and qualifying Import for Re-Export Program exceptions also exist.
CBSA says this Order does not cumulate with the Steel Derivative Goods Surtax Order. Postal, courier or de minimis remission does not by itself remove this surtax. Relief and remission depend on their own conditions.

Questions people ask
Does every T-shirt face a 50% surtax?
No. The example is cotton knitted or crocheted T-shirts under tariff item 6109.10.00. U.S. origin, entry timing and exceptions must also be satisfied.
Is all cheese subject to 25%?
No. The example is fresh cheese and curd within access commitment under 0406.10.10. Other classifications and quota status can produce different treatment.
Does shipping from the U.S. make goods U.S.-origin?
No. The Order uses eligibility for U.S. marking origin under the CUSMA-country marking regulations. A warehouse or shipping route is not that legal test.
Is the listed percentage the total customs bill?
No. It is this Order’s additional surtax on value for duty. Ordinary duties, trade-remedy duties and taxes are separate.
What is the in-transit exception?
Goods bound for Canada and already under a carrier’s control on September 8, 2026 are excepted, with proof required. An earlier order date alone is not the test.
